Combining our team members’ different backgrounds allows us to be able to operate in twofold: track down perpetrators and rescue and help children who are victims of cyber trafficking.
The Underground Child Foundation consists of a small team where trust, loyalty, and respect are highly valued. It makes it possible to operate in close collaboration. We don’t think small, but we are all about taking small steps. That makes us responsible risk-takers.
We are not afraid of pushing boundaries or challenging existing norms. We are all highly passionate and committed about what we stand for and what we do. But don’t get us wrong, fun and self-mockery are well-known aspects within our team.

Due to our active fieldwork, we can (unfortunately) present ourselves only partially. Our staff members however must remain anonymous.
Founder / Director
Victor is the founder of the Underground Child Foundation and responsible for all operations. In 2016, he started tackling OSCEA by focusing on perpetrators who were involved in online exploitation and abuse. Over the years, this online focus expanded to coordinate the offline activities of operating in the field in Asia to track down perpetrators and victims. His expertise led to the rescue of more than a dozen children, and the arrest of child sex offenders worldwide. His yearlong experience in the field gave him a unique perspective on OSCEA and the way it should be dealt with.
He was active in various Dutch operational government positions for more than twenty years. Victor was working closely within or for law enforcement, intelligence, and military communities in these positions. This gave him a broad experience to operate in highly politically sensitive environments and carry out comprehensive field investigations.
Director / senior Lead Investigator
Peter is an investigative journalist, action researcher, and author. He is one of the driving forces behind the Underground Child Foundation. In 2014, Peter started investigating OSCEA online and in the Philippines for a book and a film. His collaboration with Philippine law enforcement led to the rescue of 12 Philippine children in 2015. Being the boots on the ground operative for an NGO for the next four years, he specialized in uncovering networks of OSCEA.
He worked as a consultant for various NGOs and international media of more than a dozen countries. For the past six years, his investigations have led to the rescue of dozens of children and the arrest of more than 50 offenders worldwide. One of them was the first convicted OSCEA offender in the UK. His undercover work and his collaboration with his Philippine team and grass root organizations convinced him to rewrite the traditional OSCEA narrative from within UCF.
